On behalf of the Mesilla Valley Metropolitan Planning Organization, BHI prepared a study that analyzed potential roadway connections through land owned by the Bureau of Land Management to a rapidly developing section of the Las Cruces metropolitan area. Key elements of the study included travel model results to evaluate regional travel patterns, the application of a multi-modal level of service calculator, and consideration of innovative bicycle infrastructure. Analysis included an in-depth review of existing conditions, evaluation of proposed alternatives, public involvement, and stakeholder outreach.

The study resulted in the identification of a preferred alternative, featuring a multi-use trail with an optional long-term roadway cross-section that connects existing roadways and residential areas to open space and a local high school. The study provides improved multi-modal network connectivity for residents and the greater Las Cruces area.
